Some dresses look better without a panty line, same with a bra if you have a nice set. It's also nice to free flap as it is for guys who free ball. As for the pervs, perv away but it's really pointless if you haven't got the balls to walk up and say "Hello, would you mind if we chatted for a little while? I noticed you when you walked in and I'd like to say that dress really compliments you." or something like that. Who knows, you both may find each other to be great people. Just sayin'.

when they are caught out. It doesn't bother me when out in public, funny to catch their eye when they raise their gaze and lift an eyebrow and give a wink. however it does bother me at work as I'm not on display there and find it sleazy so keep it in context.

if I did that, you would have to look up my skirt to find my nipples. Sometimes I go pantiless if I am expecting a visitor, otherwise I need them to catch the clitty litter. If we have our boobs out, then it is likely we want people to notice them.

Boobs are gorgeous and a well presented pair, be it braless or gently lifted into a perfect cleavage will always catch my eye. They're kind of like a force of nature, you can't help looking! I don't mind if I catch a guy looking, once we're talking however it would be nice if you remembered that my face is about 10" higher though. It's no fun having a conversation with a guy's forehead.

There isn't one rule for all women. Some women might undo a few buttons from their blouse but it's not an invitation to be ogled at by every man in the room. She could be dressing like that for herself, to attract a particular person (who may not be you), or she could looking to cool off by unbuttoning her blouse a little. As someone else said, a woman without panties isn't necessarily looking for fun. Women's clothing is much more figure-hugging than mens clothing, and wearing underwear would make very visible outline in the dress. And bras can be extremely uncomfortable. Some women choose not wear them, but again it doesn't mean they want to be ogled at.

Is it something busty, a figure hugging dress that requires minimal if any panties, or is it just a short skirt or tight top? What about a bikini at the beach? When is it ok for men to ogle women, or to randomly approach assuming she's seeking attention? Like the OP I'm a little careful about it. I suspect that for every woman that appreciates some attention there's 10 that just want creepy dudes* to stay well away. Personally I tend to try a smile first, if I get one in return it may encourage an approach (although I do smile at a lot of people, so please don't always assume it's because I like your tits). *Creepy dude: anyone you don't know, or anyone that doesn't look like Robert Downey Jr in a fireman's uniform.

Most women I've had discussions with over bras have said that they just get annoying and sometimes uncomfortable, especially in summer months, so it's nice to let them loose when they're not at work and the like. I'm all for it :) I find underwear gets annoying sometimes so I don't wear any at all!

I'm not sure what others think but seeing a hint of lace peeping (hmmm....probably the wrong word considering the context) over the top of a nice blouse might just be more arousing than no bra for the Mr of this household and I suspect many, many other men. But this conversation got me thinking about how much of a mystery boobs present to the vast majority of men. For all of our postulating and posing we are by no means subject matter experts. So we look. And in our minds we wonder ..... or wander. Big, small. Pointy, pendulous. Bras made of the finest lace others made of 6 ply steel belted radials. If they were all the same, if they were all like the latest (yawn) popular celebrity. We would all mow the lawn or go fishing or to the dentist...
